Just because it is ridiculously easy to do in TiddlyWiki script:

You cannot view this attachment.

Damnit Charlie I've been putting off doing one of these for years and now I'm gonna have to go do it.

Bugger, bugger, bugger :D

Well, that looks pretty good. Eager to see the finished result... Quick question. Will this editor edit one character or will it load the entire 'set' and then edit the character of choice? Oh... and you thought it was going to be SO easy... Moo Ha Ha Ha...

Entire character set is future step and next level stuff that is percolating in the back o' me sponge.

The storage of a character set is one sequential string.  But not all of the pixels for one character, then all of the pixels for the next character, etc.

Oh no: it is in groups of 8 characters, side-by-each.  The first 64 pixels is for the top row of the first 8 characters.  The next 64 pixels for the the second row of the first 8 characters, etc. etc.

So I'm going to need a very different kind of editor.  Probably a couple of hours to get working, I think.

I am certain that whatever you produce will "do the trick".
